Basel Framework: CRE52.20 / CRE52.23 multiplier

The SA-CCR multiplier in CRE52.23 divides by the aggregate add-on, and the text gives no convention for a netting set whose aggregate add-on is zero. Taking the limit gives a potential future exposure of zero.
