DP Rules Schedule 1: the 50% fee reduction for 1 March 2025 - 1 March 2026 appears only in a "Note", which is not part of the act

Under the fees table of Schedule 1 (items 2 and 3) the 2025 consolidation adds: "Note: For the period commencing on 1 March 2025 and concluding on 1 March 2026, the fees under items 2 and 3 of the Table of fee are applied with 50% reduction." Under section 26(1)(a) of the AIFC Regulations on AIFC Acts a note is not part of the act, and under section 27 a note is merely explanatory. Rule 7.2 and the table still set the full amounts. The amending instrument of 2025 is not on the act page, so we could not see whether it contains an operative rule for the reduction. The period ended on 1 March 2026.
