ARXO-2026-0145 · Reported
Maturity mismatch limits: the net cumulative position is inflows less outflows, and 9.21(4) requires it not to exceed negative 15% and negative 25%
BBR 9.21(1)(c) defines the net cumulative maturity mismatch position as inflows (assets) less outflows (liabilities) in each time band, and 9.21(3) expresses it as a percentage of Total Deposits; line 5 of Form 81 in the Manual for Preparation of Returns uses the same sign. Rule 9.21(4) then requires the position not to exceed negative 15% (sight to 8 days) and negative 25% (sight to 1 month), and the Bank must notify the AFSA if it exceeds these limits. Read as written, a bank with Total Deposits of USD 100 million whose inflows up to 8 days are USD 110 million and outflows USD 100 million (a position of +10%) exceeds negative 15% and breaches the limit, while a bank whose inflows are USD 40 million against outflows of USD 100 million (-60%) does not exceed it. The flows are those included in the maturity ladder under the BPG. IBB 10.30(4) and (5) have the same text (the denominator in IBB 10.30(3) also includes UPSIA accounts).
Proposed correction
Please consider setting negative 15% and negative 25% as lower bounds of the position (keeping the denominators in BBR 9.21(3) and IBB 10.30(3)), and aligning the notification duty so that it applies when the position falls below a bound (the last sentence of BBR 9.21(4) and IBB 10.30(5)).
